This label should be assigned when an account is new relative to the creation of the data collection or to the event you are documenting.
When an event impacts multiple communities, there is a tendency for new accounts to be made on social media platforms to talk about the event. Some are created to doxx or attack individuals involved in the event. A new account could indicate a bad faith actor who is fomenting trouble, rather than engaging in the digital community in a standard way. While this is clearly not always true, it is worth developing a policy on "new" for each collecting event, and label accounts whose creation dates (part of the metadata download) fall within your defined range.
